What is Net Metering - Introduction
Net metering is a regulation that allows electricity consumers who install renewable energy facilities (e.g., solar PV) to generate their own electricity, consume it, and send any surplus power back to the grid. The consumer is credited for those surplus units which offset (i.e. reduce) their electricity bill for times when their generation is less than their consumption (e.g. at night or cloudy weather).
Legal / Regulatory Basis
- The policy is regulated by NEPRA (National Electric Power Regulatory Authority). NEPRA issued Distributed Generation and Net Metering Regulations in 2015 (S.R.O. 892(1)/2015).
- There have been amendments over time. There are S.R.Os modifying or adding to net metering rules (e.g. SRO-1025(1)/2017, SRO-1135(I)-2018, SRO-1175(I)-2020, etc.)

S.R.O 892 ( 1 )/2015.— In exercise of the powers conferred by section 47 read with section7 (I) of the Regulation of Generation,Transmission and Distribution of Electric Power Act,1997 (XL of 1997), the National Electric Power Regulatory Authority, is pleased to make the following Regulations to establish a framework for the regulation of Distributed Generation by using alternative and renewable energy and net metering.
